Through foreign assistance programs, the Department of State is advancing policy and advocacy initiatives through which civil society stakeholders engage with national governments, regional governance bodies, and international standard-setting entities to encourage Internet and digital governance policies consistent with democratic values and international human rights. The Department of State will continue its efforts to expand and diversify the groups who are working to promote interoperable, rights-respecting, and secure digital technologies. Line of Effort 1: Support the Trusted Flow of Data and Advocate for Multistakeholder, Risk-Based Approaches to Digital and Data Governance Digital solidarity is further built and reinforced through the joint development, harmonization, and mutual recognition of rights-respecting approaches to data governance and digital trade. This work is currently ongoing through mechanisms such as Indo-Pacific Economic Framework for Prosperity (IPEF), Digital Transformation with Africa initiative (DTA), the Americas Partnership for Economic Prosperity (APEP), the G7, OECD, TTC, and the Quad. The United States supports the trusted free flow of data and an open Internet with strong and effective protections for individuals’ human rights and privacy and measures to preserve governments’ abilities to enforce laws and advance policies in the public interest. Legitimate concerns about data privacy can be addressed through protective mechanisms that follow the data while at the same time facilitate cross-border data flows and strengthen global cooperation among enforcement authorities. The United States will continue championing trusted cross-border data flows by promoting data transfer mechanisms that improve interoperability between different data privacy regimes. Working alongside our interagency partners, the Department of State supported the negotiation and implementation of the EU- U.S. Data Privacy Framework; the development of the OECD Declaration on Trusted Government Access to Data Held by the Private Sector, which identifies commonalities in the privacy safeguards democratic governments follow when accessing data for legitimate law enforcement and national security purposes; as well as initiatives on Data Free Flow with Trust at both the G7 and the OECD. Along with Australia, Canada, Japan, the Republic of Korea, Mexico, the Philippines, Singapore, and Taiwan, the United States launched the Global Cross-Border Privacy Rules (CBPR) Forum in April 2022, building on the previously established Asia Pacific Economic Cooperation (APEC) CBPR system. The CBPR provides a data privacy certification backed by relevant authorities that facilitates data flows by promoting interoperable, enforceable data protection standards. Officials from the Departments of State and Commerce will continue efforts to bring new countries into the agreement, building on efforts such as workshops held in Kenya, Mexico, Chile, Brazil, UK, Israel, Jordan, Panama, Colombia, Fiji, and Barbados as well as ASEAN countries. While the United States and its likeminded trade partners share many of the same values, we often have differing approaches to how to regulate the digital economy. Government Advocates for Severe Sanction in Bankman-Fried Case

We’ve seen how due to the ecosystem in place, thanks to the synchronization between government, startups, and venture capital. Spain is becoming an essential hub for startups to flourish Today we see this trend is keeping its peace, as has become one of the leading contributors to the European Tech Champions Initiative (ECTI), a new fund of funds aimed at expanding Europe’s venture capital markets. Spain The initiative, funded by the European Investment Bank (EIB) and five member states, including Spain, will inject €3.75bn into the continent’s startup ecosystem, particularly into those that are in the final stages of growth. The Spanish contribution is €1bn, the same amount as France and Germany, while Italy and Belgium are providing €150m and €100m, respectively. Larger funds on the make ECTI is a response to the lack of funding available to European startups when they reach the final stage of development, often when they require rounds of €100m, which few European funds can provide. The new fund will contribute to creating larger funds that can generate the necessary amounts and, thus, reduce the number of startups that move to the US for funding. According to Ricardo Mourinho, Vice President of the EIB, startups often choose to settle in the US because of a lack of funding in Europe. “ECTI is a response to this situation. It is €3.75bn that will help generate larger funds and potentially larger investments”, he explained during a panel titled “Decarbonised economy: financing, impact and success stories” at the MadBlue summit in Madrid. ECTI will provide significant investments in large-scale venture capital funds that will, in turn, invest in European technology champions. The initiative is a crucial part of the pan-European Scaleup Initiative, launched last year to support innovation, entrepreneurship, and high-tech ecosystems in Europe. Reducing the investment gap could create many highly skilled jobs and boost growth. Jose Zudaire, CEO of Spain’s primary venture capital association, SPAINCAP, highlighted Spain’s positive attitude towards capital markets, despite the rising interest rate environment. “We come from 2022 with over 930 operations. There is still liquidity, and players are still opening offices in Spain,” he said. Elena Gauter, General Manager of the Candriam fund management company for Iberia and Latin America, emphasized the need to create the conditions for European startups to remain in Europe. “That gap makes startups that have grown here want to leave,” she said. The Europe VC problem ECTI will help deepen Europe’s venture capital markets by closing gaps in funding availability, especially for companies seeking to raise more than €50m. It will also create an asset class for European institutional investors to diversify their portfolios, thus maintaining a steady flow of funding for emerging European companies. This positive self-sustaining dynamic in the European high-tech landscape will encourage innovation, attract talent and help build globally competitive companies. The initiative is a step towards addressing the challenges facing Europe’s venture capital markets. According to a report by Invest Europe, in 2021, €12.6bn was invested in European startups, compared to €38.5bn in the US. Working as an educator in tech is very much an exercise in branding. If you define yourself as a trainer then clients assume you don’t really know what you’re talking about. But present yourself as a nerdy developer and they will assume you can’t teach. So you learn to strike a balance between the extremes with good humour and a healthy dose of humility. It doesn’t help that there was never a term for the role. But a few years back, the label popped into existence, and has steadily grown in popularity. Senior folk much smarter than myself have started using the term in anger, and a quick Google search tells you that . Developer Advocate Developer Relations DR is an official thing in the business world What interests me, and motivated this article, is why the role emerged now. After all we managed perfectly well for several decades without Developer Advocates, so why should they matter today? After some consideration I believe the advent of Developer Advocacy is a direct result of the fall of Consultancy and the rise of Mentoring. The Fall of Consultancy When I started as a developer back in the 1990’s the Consultancy role was essential to the industry. Simply put Consultants were the custodians of magic knowledge. Let’s take a typical 1990’s enterprise vendor called MegaCorp, who produce a major database, transaction manager or server product. Everything they do is closed source and made available only on a commercial basis. Documentation is solely available via subscription within a partnership programme and training is only provided from authorised suppliers at a hefty price. This restricted access to knowledge and expertise created a gap where consultancy could flourish. Consultants were typically ex-MegaCorp staff, or employed by MegaCorp satellite companies. They had years of insider knowledge gained from private conversations. They had been on the original standards committees or helped with early proofs of concept. Frequently they had written their own libraries of diagnostic tools, which gave them a head start when troubleshooting. Fast forward twenty years and everything has changed. Community editions of products are the norm. Documentation is online and universally accessible. Vendors encourage senior staff to address esoteric bugs on forums like StackOverflow. Extensions to products are typically exposed as open source projects, if not out of altruism, then in hope of conference workshops and book deals. All of this has eroded what makes the consultancy role special. This is not to deny that there are still world-class individuals, who make a living advising clients in their specialist subject. But these are the best of the best. The hordes of consultants that once dominated the industry are long gone and show no signs of returning. The Rise of Mentoring From my description above you might think that all is well in developer land, but of course this is not entirely the case. From being starved of information developers today risk being overwhelmed. Googling for tutorials on any moderately popular language or framework will give you the phone book. You will find a plethora of Medium articles, blog posts, e-learning tutorials, academic courses etc… The vast majority of these resources will go back over the same ground, frequently staying on the happy path and away from the pain points. As someone who has written dozens of Getting Started tutorials it’s easy to spot when an author takes a shortcut and sidesteps an issue that will bite anyone trying to use the technology in anger. The situation is worse when you have frameworks and languages that are going through a rapid evolution and updating their best practices at high speed. The worst offender here is JavaScript Frameworks, but Cloud Providers aren’t far behind. Even established languages like Java and Scala are retooling their feature set to stay current. Today it is easy to become overwhelmed, bewildered and lost. So the ability to access mentors becomes vitally important. We can all benefit from having a tour guide when we start out, or when switching platforms or job roles. Your mentor doesn’t need to be a world class authority, they just need the expertise to help you move further and faster than you could by yourself - ideally with a lot less stress. If you subscribe to it’s actually more beneficial for your mentor to be close to your level of expertise. the Dreyfus model of learning Welcome to the World Of Tomorrow In an environment where consultancy matters less and mentoring matters more, it becomes important for companies to reach out and engage with the developers that make up their target audience. Whereas in the past it was enough to have online documentation or introductory article it now becomes important to create a path of least resistance toward your product. some an Vendors of developer tools have always been engaged in a Darwinian arms race, but these days it has taken on an added dimension. Survival of the friendliest if you will. Hence companies need a new kind of advocate, who can skilfully manage the outreach for them. These folk need to be developers, but also authors, trainers, presenters, mentors and (whisper it softly) salespeople. Of course, some of us are already in this role. In my case not by good judgement but by a combination of fate, circumstance and personality quirks. We can but hope, that having a name for the trade makes us feel a little less isolated, and enables us to work closer together and make the software industry less foreboding and more accessible to everyone. Github After using it I wanted to share some feedback and vision on how this tool can be used by Developer Advocates. These are the Glitch fish. 🎏 The aha moment 😲🎉 I had visited their homepage a numerous number of times when it was still named Gomix. But I never really got the point of using Glitch until I’ve seen and at doing a demo on stage fews ago in San Francisco. Jenn Schiffer Anil Dash DevXcon During the demo they presented a new feature called , the idea is that in your code highlight a specific line and ask for help. The same way you would do it in the office and tap your colleague’s shoulder to get some fresh eyes on your issue. “Ask for help” Here, by clicking on a button you can ask the community to come help you. If you have remixed (cloned) someone’s project they will be notified, and it’s also posted on Glitch homepage. How it looks from coder’s perspective How people see it on front page glitch.com When I tried to get help, I waited a long time, even though I was the only one asking for help. It’s still a new feature and a new product, give it some time 😉. Context is key On the helper side, this is also a great tool, as it gives you more context around the problem. You see what the coder is trying to build, and have an overview of what could go wrong. It’s hard to have this context on an online forum or on Stack Overflow. Great idea on paper, but then it’s a pain to debug and make sure you have the same environment as theirs. Using Glitch, you see exactly what the coder is seeing. You can be more helpful in your comments and mentoring. How could you use it for your DevRel efforts?👩‍🔧👨‍🔧📣 Before they launched this community-based “ask for help” feature, I was really seeing Glitch a nice online IDE to build some fun hacks. Now, I really see the whole potential when you are an API provider. It gives you new ways to interact with your community. Give life to your coding-samples 🐛🦋 Generally, API providers would provide some coding samples on how to use their SDK in the context of a small app. It usually sits on a Github repo. And sometimes come with a live version of the example hosted somewhere, so people can try. But there is still some friction before the developer tries to deploy their own for their own need. Fork the repo, clone it locally, install all the dependencies, update the framework version, launch it and test. This could be a hassle and another drop-out in your conversion funnel. With Glitch, hackers could “remix” your example, modify it, and see results live in a matter of seconds. That’s what I’m sharing in this series. in this series Work at a software vendor (or really any group that creates features for a set of consumers – whether those consumers are internal users or external customers) for any length of time and inevitably you experience a moment when a new feature, module, or capability is released to the public, and the response is the human equivalent of this: It becomes clear that the intended audience has no idea what the new feature is, why it’s there, or – most critically – what problem or use-case it addresses. This is not (or at least not always) because the feature is badly designed, ill-conceived, or poorly executed. Sometimes, the response from users is because the problem hasn’t been socialized well enough. Nobody understands the nature of the disease, and therefore, they can’t understand the importance of the cure. As a DevRel, almost as important as our work helping folks understand HOW (to install, to use, to extend) is explaining WHY: Why is this capability necessary? Why did we decide to create this instead of 6 other things on our backlog? Why does this feature provide an optimal way to solve a particular problem? But I’ll be honest: Explaining HOW is relatively easy. Explaining WHY can be a lot of work. One of the techniques I use that makes explaining WHY easier is a variation of the Texas Sharpshooter story. While this is normally categorized as a logical fallacy (and, when used in data analysis or debate, it is), for Developer Relations Advocates, it is actually a fairly useful technique. Texas Sharpshooter story The Man, the Myth, the Legend I’ll start with the colorful story behind the evocative name: Once there was a prince who was also an accomplished marksman, who was traveling through the land. Along the road he stopped at a village to rest his mount. He sat down under a tree—and right there in front of him was the side of a big barn. He couldn’t believe his eyes. That whole side of the barn was covered with little circles, drawn with chalk, and in the center of each circle was a bullet hole! He jumped up in amazement. Who is this sharpshooter around here who never misses? Maybe they could have a little contest while he was here.
So he knocked on the door of the farmhouse and asked if they knew who the marksman was. Yes, they did. They brought him a barefoot boy of about twelve. ‘Here he is, Your Excellency, our son the sharpshooter!’ Of course, the prince was surprised. He asked the boy, ‘Tell me, young fellow, how do you manage to hit the bullseye all the time? Here, look at all these medals. I’ve just finished five years of training and even I couldn’t hit the target every single time.’‘Oh,’ said the boy, ‘there’s nothing to it. I just like to shoot. So I shoot at the side of the barn and then I take a piece of chalk and draw a circle around the hole.’ Context Matters Shooting the bullet and then drawing the target later makes for a bad-faith argument, but it turns out it’s perfect for content-planning. When you work “inside”, meaning you are working with the developers of a product, you are actually existing weeks or even months in the future. What I mean is, your day-to-day thoughts and internal discussions are about a future version: how it will work, the problems it solves, etc. Whereas the users of the product only know about the features and capabilities they have today. It’s often a challenge to remember that your context – the problem you’ve been working on for weeks, the one that will be solved with this next release – is completely unknown and unexpected by the majority of users. They haven’t been pondering the complexities of the use case. THEY haven’t been investigating ways to remove friction, toil, or error. Your v-dot-now is their v-dot-next. The mistake many organizations (and the DevRel’s right along with them) make is releasing the new version with the expectation that everything – the problems, use cases, and purpose of the new version – will be intuitively obvious because, duh, we’ve been talking about it FOREVER, right? That’s how you get the German Shepherd look when you do the big reveal. Promote the Problem YOU know what the feature is going to do, what problems it will solve, and what improvements it will bring. BUT… you also know it won’t be ready for a little while. Talking about it now, when features could slip, deadlines might be missed, priorities re-arranged… heck, when entire teams could be re-assigned… promoting the solution now would be asking for problems when things don’t go as planned. But you also can’t talk about nothing. And that’s where the Texas Sharpshooter technique comes in. The new feature is the metaphorical bullet. It’s already been shot in the sense that development work is already happening. You know where it hit, so to speak. Despite the fact that nobody but your internal team can see it, the landing point is there, on the wall. You’re job right now is to draw a circle around that spot by socializing the problem. You draw attention to the problem, the point where the bullet WILL appear, by drawing a big old bull’s-eye on that spot. In blogs, opinion pieces, panel conversations, videos, or whatever, your job as a DevRel is to talk up the challenge, cost, and toil of the issue – what it is, why it’s a problem, how much damage it does, and the current (imperfect, complex, kludge-y) solutions that exist. Period. That’s it. No parting of heavenly clouds, no angelic choir. Just you and the audience bonding over your shared experiences. You give a knowing look that says, “Life in tech, amirite?” By doing this, you establish the context for the eventual unveiling. TAMO (Then a Miracle Occurred) The best part of this technique is that you can have multiple threads like this going at the same time. Because let’s face it, we’re in tech, and we looooove to complain. And show off. And complain about showing off. And show of how we compla…. never mind. You get it. My point is that the companies where we typically work as DevRel Advocates usually have multiple new features, modules, and improvements in the pipeline at any given time. Maybe only a couple will hit GA soon, but we can get ahead of the curve by socializing those problems and fostering the online discussions, debates, counterpoints, etc., long before the release date. More than just a clever marketing ploy, the sharpshooter concept also allows the business to understand how customers and the community will ultimately react to the new release. By gauging the audience’s overall understanding of the technologies and techniques, the organization can have improved documentation or educational resources ready to go. By listening to the specifics of the dialogue about the problem itself, adjustments (or even UX/UI sessions) can be added to the timeline. When used thoughtfully, this technique allows for a better overall product as well as a better overall release.
